From at least 1941 until on or about July 18, 2001, Lavin operated a secondary refiner-smelter of non-ferrous metals on property and at facilities located at 2028 Sheridan Road, North Chicago, Illinois. Hazardous substances were released at the facilities and from the facilities to Pettibone Creek and eventually to the boat basin and harbors at the Naval Station Great Lakes.
