In September 2004 a storage tank owned and operated by Gulf Production Company Inc. discharged approximately 362 barrels of crude oil into Raphael Pass, Plaquemines Parish, LA within the Delta/Breton National Wildlife Refuge. Marsh, other habitats and fauna inhabiting the area were exposed to discharged oil. The LA Oil Spill Coordinator’s Office served as the Lead Administrative Trustee. The FWS R4 RD signed on as the AO in 2009. In November 2020 the trustees completed a settlement agreement with the Responsible Party for $460,569.67, including $276,700 for restoration. The Trustees developed a joint DARP/EA to combine this settlement with the November, 2020 settlement from the Goodrich Petroleum W-6 Facility Oil Barge Removal NRDAR case. In March 2025 the Trustees published a final Damage Assessment and Restoration Plan and Environmental Assessment for the 2004 Gulf Production Company Inc. oil spill and Addendum to the 2014 Restoration Plan for the 2005 Goodrich Barge Grounding, which described the history of the two cases and the Trustees' selected joint restoration alternative.
