On October 24, 1996, approximately six million gallons of coal slurry were released by Lone Mountain Processing, Inc. into the Powell River watershed, Lee County, Virginia. The “Blackwater”, a mixture of coal fines, water and associated contaminants, release extended downstream into Tennessee, approximately 65 miles from the spill discharge, and impacted several federally listed mussels and critical habitat for 2 federally listed fish, the slender chub and yellowfin madtom. In March 2001, DOI received a settlement of $2,450,000 to address natural resource damages, and to implement restoration projects related to the endangered and threatened fishes and mussels located in the Powell River watershed. Restoration included over 500 acres of riparian habitat protection and enhancement; acid mine drainage abatement projects; habitat restoration, including wetland restoration and bank stabilization; propagation and augmentation of mussels and yellowfin madtom; and outreach and education of the local community.
