Case Description

The 57-acre Lone Pine Landfill is located adjacent to the Manasquan River in Freehold Township, New Jersey. The Lone Pine Corporation opened the landfill in 1959, accepting municipal refuse, sewage, millions of gallons of bulk liquid chemical wastes, and over 17,000 drums of chemical wastes. The New Jersey Department of Environmental Protection (NJDEP) ordered the landfill to be closed by Administrative Order in 1979 due to issues containing leachate and surface runoff, and a large chemical fire and explosion the previous year. The U.S. Environmental Protection Agency (EPA) and NJDEP conducted initial studies of the site in 1981 and 1982 and found the presence of rusted, leaking drums and extensive groundwater contamination. The landfill was added to the Superfund program's National Priorities List (NPL) in 1983. The cleanup of the site has been completed by the EPA, and it is now in an Operation and Maintenance (O&M) phase.

A variety of organic pollutants, heavy metals, and pesticides contaminated the landfill property, surrounding groundwater, surface water, and forested wetlands adjacent to the Manasquan River. The U.S. Fish and Wildlife Service (FWS), NJDEP, and the National Oceanic and Atmospheric Administration (NOAA) conducted a cooperative Natural Resource Damage Assessment to identify the extent of injuries to the wetlands impacted on the site. In October 1997, a Natural Resource Damage settlement was finalized for these injuries. Under this settlement, nine Potentially Responsible Parties (PRPs) agreed to provide compensation for injury to 34-acres of wetlands which were habitat for migratory birds and other wildlife. The PRPs provided compensation by restoring approximately 13-acres of wetlands on-site, and acquiring 70-acres adjacent to the site and donating the parcel to the New Jersey Division of Fish and Wildlife's Turkey Swamp Wildlife Management Area.
